The digital revolution is shaking the economy. Thanks to the generalization of mobile communication services and Internet access, the advent of the intellectual era is now perceived by the state as a real opportunity to fulfill the task of modernizing its services, as well as optimizing costs.
Admittedly, in the pay bills with credit card aspect, some administrations have crossed the line of discussion. Thanks to the will of several heads of state institutions, some administrations are real textbooks. Thanks to the dematerialization of their financial services and flows and the adoption of a multi-channel approach, they were able to improve their operational performance, increase their resources, accelerate and make reliable the processing of information, improve the transparency and traceability of administrative management and bring them closer to the citizen and business.
Government institutions that have become fully digital allow us to pay bills with credit card and see tomorrow’s administration, where each payment will become a source of information and, therefore, statistical analysis useful for a better interpretation of socio-economic realities. This discussion conference, organized by CMI, the largest player in the field of electronic payments in partnerships, is designed to become an information and training platform between administration players and experts in the field of dematerialization of financial flows in order to discuss the best solutions and practices, a real immersion in the world of paperless payments within public administration .
This working paper first presents various possible ways of organizing public services, in which pay bills with paypal focuses on the market services that the public services mission is entrusted with.
The sections of the site give an overview of the public sector and state enterprises in particular. Next, we will focus on the management contract, which has become the main tool for managing the civil service mission in Belgium, as well as on control and supervision regimes. Federal law, which served as a model for public service contracts for other levels of government, will be explained, in particular, in the section.
Various company illustrations — presented in the appendix to this working paper — will detail specific missions. Public services have always been organized in various ways, whether in public or private administration (see the concession model widely used in France). It is really important not to confuse public services and state property (see above). Certain organizational methods were sometimes preferred for this sector of activity, whether for historical reasons, due to the existence of a natural monopoly (the presence of a fixed essential infrastructure necessary to perform service and profitability only in the long term), more or less significant vertical or horizontal integration existing in sectors where public services are available, or the difficulty of separating a public service mission from the overall activities of the operator aspirants for the sector.
But technological developments and the movements of economic liberalization and globalization have significantly changed the situation since the end of the 20th century. However, the public sector is never completely absent when it comes to the provision of collective services. We can find his presence either at the level of supply control, or at the level of capital structure, or at the level of operator status.
We apply special rules to work in this market, the purpose of which is to precisely satisfy this need. Therefore, competition in the field of public services is necessarily organized, even if the degree varies. There can be no limitless competition, otherwise the activity will no longer be a collective service, since its features can not be taken into account by the operator.
This means that the delivery of the service is exclusively reserved for a particular provider. The basis for pay bills with a credit card is most often the necessary coordination of the activities necessary for the life of enterprises and citizens, compensation for unprofitable activities with profitable activities and rational network management.
